In an ideal world, both the wheel and the tire would be near perfect. But then there's real life.
Having a wheel that isn't perfect can be very helpful when match balancing, using the two discrepancies to cancel each other out, which can be much easier than balancing a so-so tire on a perfect...
Yes, the balance should last more than 3,000 miles.
You may want to find a better tire store if that one told you that road force balancing isn't needed if it's been done once.
Also, why on earth road force balance only two out of four??!?
Anyway, the Smart Weight setting is a "close enough"...
First: Are your tires being balance correctly, with Smart Weight disabled?
Second: We both know that commercial use is hard on tires (taxis are considered commercial).
Third: Unless you get noticeable feathering on the outside shoulders, the canyon runs shouldn't affect balance.
And lastly...
Not quite. It's a maintenance vehicle, with a meaningful PTO driven generator, compressor, etc. in the aluminum box.
But the best part is that those also came with a front LSD and an NP205 transfer case.

And it is yellow, so an unreasonable facsimile of a grader. Hmm.
I swear, less than two minutes before reading this, I realized...F#@*, I just bought another 4-door.
Okay, that was about the Jetta I bought today, but still.
That reminds me...I have two extended warranties to get reimbursed for.
No, the tunnel washer is nowhere near that powerful. It's about 100 hp as I recall.
Got me a fully optioned (whoopee!) '14 Jetta Sportwagen to puts around in for now.
Okay, got the VIN a couple of days ago, so the car is at least in the computers.
It's a start. Wish I had a chip on my shoulder to donate to the cause and speed things up.
That's kinda how I got lured into selling 1012 horsepower (one of which was a Ram 1500)...and today I bought a used rip snorting 140 hp diesel to replace the two daily drivers.
For now.
