I was going to say tuna and antifreeze but, that will work as well.

I adopted (it showed up so I fed it) a stray dog that was a garbage eater.
Once a garbage eater, no way to untrain them.
After my dad cleaned up the garbage can mess for the third time, he did that (almost 20 years ago).
That is a freaking horrible way to kill anything.

Get the cheapest, stinkest canned cat food you can find & mix in ground up Tylenol. No harm to other mammals or birds, but fatal for cats.

Call the animal control critters. They will take it to a no kill shelter,, that you know of. Closest Chinese buffet.

Throw cans / garbage out, judge will "bang" the gavel and charge you 500.00......
Peoples sense of getting a message out is really getting weird.

Maybe the hammer represents the judge finding you guilty. lol As far as the cats go,if it wasn't for my kid there would be no cat at my house. Recently my next door neighbors dog got into another neighbors back yard and they shot it, the police and animal control said they were legally within their rights to shoot the dog
