    I'd think that getting the nose down would be far more important, so the rear end could stay as is.

    It'd be so much easier to lower the car 0.5 or 0.75", and then inflate the tires a tad more. At least I think lower drag and less rolling resistance would help more than an extra 3.74 hp.

    That should be 2 or 3/32". Otherwise a new tire would have a 1" tread depth and a half worn one still have 1/2" of tread left.
